WEST VIRGINIA
Specially constructed vehicles: every vehicle of a type required to be registered hereunder not originally constructed under a distinctive name, make, model or type by a generally recognized manufacturer of vehicles and not materially altered from its original construction.
Reconstructed vehicle: every vehicle of a type required to be registered hereunder materially altered from its original construction by the removal, addition or substitution of essential parts, new or used.
Antique motor vehicle: any motor vehicle which is more than twenty-five years old and is owned solely as a collector's item.
Classic motor vehicle: a motor vehicle which is more than twenty-five years old and is registered pursuant to section three [@ 17A-10-3] of this article and is used for general transportation.
West Virginia Inoperable Vehicles: SAN defeated a West Virginia bill that would have redefined "abandoned motor vehicles" to include vehicles or vehicle parts which are either unlicensed or inoperable, or both, are not in an enclosed building and have remained on private property for more than 30 days. Under current law, the abandoned vehicle law applies primarily to vehicles on public property. The bill sought to make violation a misdemeanor offense punishable by substantial fines, community service and jail and made no legal distinction between an owner using private property as a dumping ground and a vehicle enthusiast working to maintain, restore or construct a vehicle.

West Virginia Antiques:
SAN-supported legislation to amend the state's current law governing antique motor vehicles to permit their use on Friday evenings was signed into law. Under the previous West Virginia law, use of antique vehicles was strictly limited to club activities, exhibits, tours, parades, testing, obtaining repairs and for recreational purposes only on Saturdays, Sundays and holidays.
